Central government — editorial buckets
The Eurostat S1311 perimeter (~ €676 bn/year) covers the State General Budget, operators (ODAC), special accounts (notably CAS Pensions for civil servant retirements), and the contribution to the European Union budget. 12 editorial buckets summing to 100 % of S1311.
Method note · PLF missions (~€447 bn) are grouped into 10 editorial buckets. The S1311 residual outside PLF (~€230 bn) is distributed by bucket: civil servant pensions by employing ministry (CAS Pensions, ~€62 bn), ODAC operator own resources (universities, France Compétences, ADEME…), annex budget for air traffic control, and the EU contribution (dedicated line). The remaining non-attributable portion (long tail of 480 ODAC operators, other CAS, consolidation discrepancies) stays in the "Other spending" line.

Security is a cross-institutional issue: internal security (police, gendarmerie), justice, external defence, diplomatic action, plus civil safety / municipal police at the local level are aggregated here. The boundary with other functions (intelligence, counter-terrorism, customs, prison services) remains fluid. No estimated fraction — each component covers an entire mission or OFGL function.

Transport is funded by the State (program 203 « Infrastructure and transport services » + AFITF, excluding strictly environmental ecology and energy), regions (regional trains TER and intercity transport, ~35 % of their spending), departments (departmental roads and school transport), and municipalities (local roads, urban transport via mobility authorities). The 60 % fraction applied to the « Ecology, development and sustainable mobility » mission is editorial and conservative. Tolls and fares paid directly by users (motorway tolls, SNCF tickets) are not counted.
